I’m glad you had to look up the definition of razing and share it with us.
Listen to the sound files. Both indicate the Horde/Alliance win and push the Scourge forces back, then chase them to Northrend. Where they then show their audacity to retaliate against the Lich King.
Unless you can cite a blue post indicating they are actually completely re-desinging these cities I think it should just fall down to a misleading choice of wording.
Well the term raze does imply on some level that the city(Orgrimmar) was destroyed, or at least a portion was destroyed.
Garrosh Hellscream specifically states that the RAZING of Orgrimmar was more then an attack on the Orcs. It just implied that The Scourge left a really heavy mark on the Horde as a whole.
If it was anything less then that the wording should be corrected.
Perhaps Stormwind didn’t suffer the same fate.

There is no sound file for when the Horde defeats the Scourge, just one for when the Alliance does.
From the zeal of the Horde forces in Northrend I’d assume/hope that something of that magnitude did transpire though.
